Correct me if I'm wrong, I'm a noob on this forum and with BBs all together.

I'm wondering what exactly wi-fi does? Is it free wireless internet basically? So you don't have to worry about internet fees accumulating on your bill?

The reason why I'm asking is because after comparing different BBs I notice that not all have wi-fi and makes me wonder what it does exactly.

Also, is it not possible for there to be a wi-fi app created for BBs? Or would it have to be more, technologically built into the BB?

WiFi means the phone has the ability to connect to the internet from an available wireless signal from say a router at your house. You will only be able to connect to a router you have the password for or are connection to a free hotspot. It can save you a lot on your data plan downloading using wireless rather than your 3g.
